Issuing of Approved Exporter Status :
Based on Article 16, point 1.b, Article 21, point 1.a, Article 22, Article 28, Article 34 and Annex IV of Title V of Protocol 4 “On the definition of the originated product’s concepts and the Administrative Cooperation Methods” of the Associate-Stabilization Agreement between the European Communities and their countries with the Republic of Albania;

Annex IV of “Agreement for Amendment and Enlargement of the Central European Free Trade Agreement”, CEFTA 2006; Protocol II of the Free Trade Agreement between Republic of Albania and Republic of Turkey; General Directorate of Customs shall give to the companies that meet the following conditions the Status of the Approved Exporter (the Status).
Required Accompanying Documents:
** Written request to the General Directorate of Customs/Technical Department;
** “Application for the Status of the Approved Exporter” form;
** All the additional documents which it considers as necessary to support this request.
*The conditions to be met by the Company in order to have the Status are as follows:
1. To produce goods with Albanian Preference Origin;
2. To have exported these kind of goods with Movement Certificate EUR.1 for a period of minimally 2 years from the date of the request;
3. Not to have any contestation about the Movement Certificates EUR.1 by the counterpart Customs;
4. To have a frequency of minimally 1 consignment for export per month or 12 exports per year during the actual year of the activity.
Procedure Steps:
** Request is received;
** General Directorate of Customs asks the opinion of the surveillance Customs Office;
** The surveillance Customs Office is obliged to express its opinion about the company activity, if it approves the Status giving or has any reserves about it, presenting a detailed report about the exporting activity of the Company;
** General Directorate of Customs/Technical Department performs the documentation analyze of the Company exports and also control in the premises of the producer to verify the correct application of the origin regulations related to the Status;
** When the above steps are completed, the Status of the Approved Exporter is given to the Company together with the respective Custom Authorization.
Validity Period:
Authorization for the Status of the Approved Exporter is valid for 1 year.
Customs Declaration :
Customs declaration is the presentation of goods entering or leaving the territory of the Republic of Albania at the customs authorities to carry out the procedures according to one of the means of declaration.
Goods arriving at the customs office or in another country designated or approved by the customs authorities shall be presented to the customs authorities, the person who brought them or the person responsible for the carriage of goods after their entry into the territory of Albania
** when transported to sea routes within two hours of arrival, and
** when transported on other routes other than the sea within one hour after arrival.
Goods may be checked or samples can be taken at customs and with the permission of the customs authorities in order to be assigned a customs-approved treatment or use. This permission is granted to the person authorized to place the goods on this destination, in response to a written request.
