Birth records are centralized in a statewide electronic system. You can get certificates for people born in Minnesota from any county in the state or from the state office: The Office of Vital Records at the Minnesota Department of Health.

Historically, birth certificates were filed in the county where the birth took place. Over time the process of registering births and managing the birth records shifted from counties to the state office.
The Office of Vital Records at the Minnesota Department of Health maintains records for births occurring in Minnesota back to 1900. If you want a birth certificate for a person born before 1900, contact the local issuance office in the county where the birth occurred. The Office of Vital Records has registered births electronically since 2001.

Where do I get a birth certificate?
Birth certificates are available from all county local issuance offices and the state. Walk in service is available at county local issuance offices only. Service through the mail is available from state and county offices. The state office provides service by mail only.
For same day service:
Visit any local issuance office in any Minnesota county in the state for records 1900-present. Pre-1900 records are available only in the county of birth. The Minnesota Office of Vital Records (state office) does not have walk-in service.
For service by mail, fax or email:
Send your request to the Office of Vital Records for records 1900-present. Use the Birth Certificate Application (Interactive PDF: 346KB/2 pages) to order a certificate. You must be sign and date the application in front of a notary public. Check with your county office about mail service. The Office of Vital Records accepts requests for certificates by email, fax, and mail.
By email:
Scan and email your application to health.issuance AT state.mn.us. If the notary uses a raised or embossed seal, instead of a rubber ink stamp, please lightly shade over the seal with a pencil so it is visible on the scanned image.
By fax:
Fax your application to 651-201-5740. Do not fax it more than once; each application will be processed as a separate request. If the notary uses a raised or embossed seal, instead of a rubber ink stamp, please lightly shade over the seal with a pencil so it is visible on the fax.

If you order a certificate from the Office of Vital Records at the Minnesota Department of Health, please allow two weeks for the office to process your request.
Requests for changes or other services in addition to a certificate may take longer. Certificates are mailed USPS first class postage. The Office of Vital Records offers overnight shipping through Federal Express for an additional fee and expedited processing for an additional fee.
