Online Appointment System For Guidance & Counseling Program (GCP) :

Filipino fiance(e)s/spouses/partners of foreign nationals or former Filipino citizens must set an appointment via on-line to attend the Guidance and Counseling Program at CFO-Manila. The GCP on-line appointment system is accessible via CFO’s website.

Sessions are destination country-specific and will only accommodate 15 attendees per session. The GCP on-line appointment system (GOAS) will automatically close a session when all allocated slots for the country are taken. Only clients who have a confirmed slot/appointment will be admitted to the counseling session upon presentation of the barcoded confirmation form (with confirmed date and time of the counseling session) and complete requirements. Those who fail to show up on his/her scheduled appointment forfeit his/her slot and would need to apply for another on-line appointment.

For the past three decades, the Commission on Filipinos Overseas (CFO) has implemented the Guidance and Counseling Program (GCP) for fiance(e)s, spouses and other partners of foreign nationals or of former Filipino citizens. Republic Act 10364 (“An Act Expanding the Anti-Trafficking in Person Act of 2012”) requires the conduct of mandatory counseling services for Filipinos in intermarriages. The GCP is also a requirement under the implementing rules of Republic Act 8239 or the Philippine Passport Act for Filipino fiance(e)s, partners and spouses of foreign nationals or former Filipino citizens who are applying for a passport for the first time or adopting the surname of the foreign husband.

Step-By-Step Guide On Securing An Appointment For The Cfo-Manila Guidance And Counseling Program Effective May 15, 2014 :
Step 1.: Go to CFO website at www.cfo.gov.ph and click “GCP On-line Appointment System” (GOAS)”.

Step 2. :To help us assess if you are required to take the Guidance and Counseling Program, answer the following preliminary questions:
a. Is your fiancé(e)/spouse/partner a foreign national? (Yes or No)
If yes, proceed to next question.
If no, is your fiancé(e)/spouse/partner a former Filipino citizen? (Yes or No)
If yes, proceed to next question.
If answer is “No” to both questions, you are not required to undergo the GCP.
b. What is the citizenship of your fiancé(e)/spouse/partner? (select from drop menu)
c. Do you have a fiancé(e)/spouse/partner visa? (select from drop menu)

Step 3.: Indicate your active e-mail account/address.

Step 4. :Check your e-mail account and open the confirmation link sent by CFO to your e-mail address. If qualified, you will be instructed to choose your preferred date of counseling. (Note: system will automatically prompt if date chosen is no longer available.)

Step 5. : Provide required personal information as specified in the application form:
** Your full name
** Your date of birth
** Country of citizenship of your fiancé(e)/spouse/partner
** Full name of your foreign fiancé(e)/spouse/partner
** Date of Birth of your foreign fiancé(e)/spouse/partner
** Your recent photo (to be uploaded in jpg format-required)

Step 6. : When information and photo uploading is complete, you will receive a confirmation form with barcode. Print the barcoded form.

Step 7. : Take note of your confirmed schedule, and bring the barcoded confirmation form to CFO-Manila on the date of counseling together with the required documents. Important Note: you must be at the CFO-Manila office an hour and a half before your appointment to give you enough time for the registration process before the start of the session.

Step 8. : Obtain a CFO Guidance and Counseling registration form at the 3rd floor registration counter at the CFO-Manila office. (Note: The GCP form is not for sale, available free of charge). Present the confirmation form and all required documents.
