What is ICA Change of Residential Address on Identity Card?

Singapore citizens who have changed to an overseas residential address on their IC need to register a Local Contact Address (LCA), in order to have your name entered or retained in the Registers of Electors, maintained by the Elections Department (ELD) of Singapore. All Identity Card (IC) holders, including Singapore citizens and permanent residents who are residing overseas, are required to report a change of residential address within 28 days of moving into a new residence.

How To Apply ICA Change of Residential Address on IC?

To Apply Change of Residential Address on Identity Card, Follow the below steps
Step 1: Go to the link https://eservices.ica.gov.sg/esvclandingpage/ecoa

Step 2: Login to the e-Service with your Singpass and select your preferred language.

Step 3: You can apply for others (e.g. your family members) in the same application, if they are residing with you at your new address.

Step 4: Ensure that the information you have provided in the application is correct before submitting it.

Step 5: You will receive ICA’s mail, containing a 6-digit PIN, at your new residential address.
Step 6: For local addresses, you should receive ICA’s mail within one week.

Step 7: For overseas addresses, international delivery time is dependent on the postal service of the country.

Step 8: Continue with your application at the e-Service. On the page showing your application status, click on “Verify PIN” and key in the 6-digit PIN.

Step 9: Once the PIN is verified, your new address will be updated in ICA’s records immediately.

Step 10: You will receive a sticker bearing your new address by mail. Follow the instructions in the mail to affix the sticker on your IC.

1. Am I required to update my change of address on my NRIC?
You must report your change of address within 28 days from the date of change of residence. If you fail to do so, you shall be liable, on conviction, to a fine not exceeding S$5,000 or imprisonment for a term not exceeding five years, or both.

2. Can I apply for a change of address on behalf of others?
If you are a Singpass holder, you will be able to submit an application on behalf of others. They will need to provide their NRIC number and date of issue (found at the back of their NRIC). The Personal Identification Number (PIN) will be mailed to their new address (not your address).

3. Can I find out the date when my address was changed?
You may refer to the date printed on the sticker bearing your address. This sticker, meant to be pasted on the NRIC, is mailed to NRIC holders after their address has been changed.

4. Do I need to pay to change the address on my IC?
There is no payment required for the change of address on your IC.

5. How can I check the status of my application?
You may check the status of your application (or another person’s) on the e-Service (under “Check application status”). To check another person’s application, you will need to provide their NRIC number and date of issue (found on the back of their NRIC).
