License Transaction With Examination:
** Requests Application for Driver’s License (ADL) form and accomplishes the same
** Gets queue numbe
** Submits accomplished ADL and all the requirements with the attached queue number
** Proceeds to the Cashier for payment of fees

Note: For Additional Restriction Code (RC1) and Change Classification expired PDL to NPDL, proceed to step 5

** Takes written examination
** IF FAILED
** Receives the computer generated letter May come back the following day at their convenience
** End of transaction
** IF PASSED

Note: For Conductor’s License and Change Classification of Valid NPDL to PDL of the same restriction code, proceed to Step 6

Who Can Apply For New Driver’s License In Philippines?

** Must be at least seventeen (17) years old. For foreigners, at least eighteen (18) years old.
** Must be able to read and write in Filipino and/or English
** Must be a holder of Student-Driver’s Permit valid for at least one (1) month from issuance
** Must have attended and passed the Practical Driving Course (PDC) fromt LTO accredited licensed driver, LTO Philippines Driver’s Education Center (DEC) or LTO accredited Driving School / LTO accredited TESDA Training Center
** Must be physically and mentally fit to operate a motor vehicle
** Must not have unsettled traffic violation
** Must have passed the Automated Theoretical Examination and Practical Driving Test

Checklist For LTO Philippines New Driver’s License

Following Checklists are required to apply for New Driver’s License in Philippines.

** Duly accomplished Application for Permits and License (APL) Form
** Electronically transmitted medical certficate from LTO accredited medical clinic. Submission of one (1) photocopy and presentation of original medical certificate
** Presentation of original and submission of one (1) photocopy of Practical Driving Course (PDC)
** Valid Student-Driver’s Permit (Refer to validity of SP)
** Parental or guardian’s consent (with valid government I.D with photo and signature) if applicant is seventeen (17) years old.
** Tax Identification Number (TIN), if employed

Government issued ID’s – Philippine Identification (PhilID) Card, Philippine passport, Social Security System (SSS) Card, UMID Card, PhilHealth ID, TIN Card, Postal ID, Voter’s ID, Barangay ID, Professional Regulation Commission (PRC) ID, Senior Citizen ID, OFW ID, Overseas Workers Welfare Administration (OWWA) ID, National Council of Disabled Affairs (NCDA) ID, Solo Parent ID,Voter’s Certification, Government Services and Insurance System (GSIS) e-Card, Seaman’s Book, Government Owned and/or Controlled Corporations (GOCC) ID, Home Development Mutual Fund (HDMF) ID, Department of Social Welfare and Development (DSWD) Certification, Integrated Bar of the Philippines (IBP) ID

Validity of New Driver’s License

A New Driver’s License shall be valid for five (5) years reckoned from the date of birth of the license, unless sooner revoked or suspended. A DL holder who has not committed any violation/s during the five (5) years period preceding its expiration shall be entitled to a renewal of such license valid for ten (10) years.
