Parking Permit For Residents :

** With a resident’s parking permit you can park in an area where paid parking is in effect so that you do not have to buy a parking ticket from the dispenser.

** Apply for your parking permit online. You can also apply for a visitor’s parking pass. Please note : Due to preparations involved in changing this municipal service, it is temporarily not possible to apply for a parking permit online. Our excuses for this inconvenience.
** You can also apply for the permit in writing. To do this download the Parking Permit for Residents form. Complete the form and send it by post to the Municipal Parking Division together with the required documents. Your permit can take effect after 14 days.
** Would you like to stop by in person- Make an online appointment (in Dutch) at the Municipality of The Hague. Your parking permit can take effect 3 days after the application.

Conditions :
** You are the owner of a car and live in an area where paid parking is in effect. You are registered in the Municipal Personal Records Database (Basisregistratie Personen or BRP, formerly the GBA) of The Hague at the address for which you are requesting the parking permit.
** Are you moving to The Hague and are you not yet registered in the BRP-
** Then you will need to submit a copy of a signed rental agreement or purchase deed for you future home. In this case you will not be able to apply online for the parking permit. Please make an appointment at the Municipality of The Hague.
** Do you have a second home in The Hague and are you not registered in the BRP- If your first home is outside of the City Region of Haaglanden (Stadsgewest Haaglanden), you will need to prove that you are using a second home at the reported address by showing a rental agreement or purchase deed and/or a notice of assessment for the Waste Tax.
** You do not have or cannot have a private parking spot in a garage or on your own property. If you do have or can have a private parking spot, but it is temporarily occupied or not accessible, you will need to be able to provide a declaration by the landlord or the Homeowners Association (Vereniging van Eigenaren / VvE) everytime you apply for a resident’s parking permit.
** The declaration may be a maximum of 1 week old.
** The declaration must state that no parking spots are available at the moment. A permit can be issued temporarily for the time that the parking spot is not available. I
** Other conditions apply for people who share a car.
** There are also other conditions for people with a disability.
** Are you renting an apartment in a multi-tenant building or complex- Then it is good to know that :
** The municipality decides whether you are eligible for a resident’s parking permit on the basis of the address.

What you need to apply :
For an online application, written application and application in person, the following rules apply :
** Do you drive a company car-
** Then you need to send or submit the lease agreement in your name together with your application.
** Do you drive a fleet vehicle-
** Then you need to send or submit a declaration by your employer. The declaration must state that you need the vehicle on a permanent basis or occasionally (once in a while) for your profession or company. The registration number must also be included.
Do you drive in a car with a foreign number plate- Then you will need to send a digital version of your car’s registration book.

For an application in person, you will need to show the following :
** the car’s registration certificate Part 1 and Part 1b or the registration card (since 1 January 2014)
** passport, identity card or driving licence
** bank pass or bank statement
** cohabitation contract. This is needed only if the car is not registered in your name but in your partner’s name and your partner is not your spouse or registered partner.

Using the parking permit :
** The parking permit is a pass which is issued only once to parking permit holders. You will not receive a new pass when the permit is extended at the end of the year.
** Place the pass inside the car where it is clearly visible behind the windscreen.
** The pass displays only a barcode. It does not show the area in which it is valid, the period of validity or the number plate. Parking wardens scan the barcode to see which area it covers.

Rates :
** The resident’s parking permit costs € 36 per 12 months (€ 18 for 6 months) for one car and € 420 for 12 months (€ 210 for 6 months) for additional cars at the same address.
** The Vruchtenbuurt, Leyenburg and Bloemenbuurt, and Laakkwartier-Oost have a different rate. There you pay € 12 per 12 months (€ 6 for 6 months).
** There is a € 12.90 fee for each application (rate for 2014). The rates usually change on 1 January. Existing permit holders pay the new rate when their permit is extended or if they move to an area which has a different rate.

Paying for the parking permit :

There are 2 methods of payment :
** With an online application you can pay for your parking permit with iDEAL. If the desired starting date is 10 days or more into the future, you can also pay the costs of your online application by bank transfer or using an acceptgiro payment transfer slip.
** You can authorise the municipality to take a direct debit from your bank account to pay the costs to extend the parking permit. You then pay for your permit per 6 months.
** You can pay for the permit using the acceptgiro payment transfer slip sent to you before the end of the permit period. You then pay the permit per 12 months.

Late payment :
If you paid too late to extend your parking permit, your permit is no longer valid. Read how you can still pay for your permit.

Authorisation :
You can authorise someone to apply for a permit on your behalf at the municipal counter. The authorised person needs to bring the following :
** his or her passport, identity card or driving licence
** a copy of your passport, identity card or driving licence
** an authorisation in writing with your signature
** your bank pass or a statement from your bank accouint

How long does it take :
** The amount of time it takes for you to get your parking permit depends on your method of payment. Payment methods : with iDEAL the parking permit can take effect within 10 minutes; with a bank transfer 6 working days; with an acceptgiro payment transfer slip 14 days.
** You can park in a permit zone as of the starting date you put in your application. This means you may already park there even without your parking pass. You will receive a parking pass within 2 working days after the application is submitted.
** Are you applying for a permit because paid parking has been introduced in your neighbourhood- Once payment has been received, the parking permit will then be sent to you at the latest in the week before paid parking takes effect.

Appealing a rejection :
If your application for a parking permit is rejected and you do not agree with the reasons for the rejection, you can appeal this decision.
