How can I register a complaint against an airline or travel agency ?
To register a complaint against an airline or a travel agency, you should use the e-complaint mechanism through the link ecomplain.dubai.gov.ae . At the time or registering a complaint, you should ensure that all supporting documents related to the complaint are attached with your complaint.

What is the Required Documents For Issuing No Objection Certificate (NOC) for Aviation Business Affairs services?
The required documents vary on the type of activity for which you are seeking a NOC. (Please view the service manual).

How long it will take until I receive Aviation Business Affairs No Objection Certificate (NOC)?
The time varies according to the type of activity. (Please view the service manual).

Can we collect the original Aviation Business Affairs No Objection Certificate (NOC)?
Yes, once the payment is processed.

Air Transport Operation Section

Can I change a flight date and time of approved Landing Permission?
As per the approval process, the approval granted for a non-commerical aircraft is valid for 72hrs from the Estimated Time of Arrival (ET of the aircraft. In case of commercial flights it is valid for the ETA only.

In both cases date and time can be changed multiple times. Landing Permit has to be re-validated as per the revised timing.
Operator must obtain slots for the new time of arrival and departure all the time.

Dangerous Goods Section

Can I change the date of approved No Objection Certificate for the Carriage of Dangerous Goods Shipments?
In case of any changes in the date of shipment, new request made online.

I have a shipment which is suspected to be Dangerous Goods, which option I should choose?
Use the same process applicable to obtaining a No Objection Certificate for the Carriage of Dangerous Goods Shipments, but keep the “Dangerous Goods details” blank.

Can we collect the original No Objection Certificate for the Carriage of Dangerous Goods Shipments)?

Aviation Safety Section

What are permitted areas to fly a drone?
Once you have registered and received your briefing, you will be given a booklet that clearly shows where you can fly, the sensitive areas and the no fly zones. This booklet will be sent through email to the Visitors or non-residents prior to their arrival in UAE.

How to apply for drone card for non-resident customer/ visitor?
Visitors to Dubai or non-resident customers can apply through the website. Please include as much documentation as possible (we realize that you don’t have an Emirates ID). You must provide confirmation of your skill by attaching a training certificate.

What documentation do I need to submit for registration?
Residents: You will need to submit your passport and visa copy, a photo (passport size), a copy of both sides of your Emirates ID, a photo of the RPAS serial number, and a copy of your training certificate.

Visitors: You will need to submit a copy of your passport, photo (passport size), a photo of the RPAS serial number, and proof of skill (training certificate).
Commercial/Temporary Commercial: In addition to the documents required for residents, you shall attach a copy of your trade license and insurance.

I would like to apply for a drone card and I don’t have the RPAS operator training certificate. What should I do?
We cannot register your drone until you have successfully passed the operator training. For residents, you may train with, either, Sanad Academy or Exponent. You can contact either of these at sanadacademy.ae or exponent-ts.com. For foreign visitors, please attach your training/authority certificate to your registration.

I will travel to Dubai for few days, is it allowed to take my drone with me?
All visitors to Dubai who pass through immigration and customs are most welcome to bring their drone provided you register with us before you arrive. You may be asked at customs for your “No Objection Certificate” obtained from us. It may take up to 10 working days for approval, so please allow for this time period in your planning.

Do I need a permission for bringing a drone to Dubai,if I coming for a visit only?
All visitors to Dubai who pass through immigration and customs are most welcome to bring their drone provided you register with us and present the “No Objection Certificate” issued to you to the customs (should they ask). Visitors who are on transit and do not leave the airport are not required to register.

How long it will take until I receive my drone registration card?
Approximately 5-10 working days.

How to collect drone registration card?
You will receive an email advising that your registration card is ready. Please collect it from our office in Dubai International Airport Terminal 1 between Sunday – Thursday 0730H to 1430H (GMT+4). Please allow 45 minutes as you will receive an operators briefing upon collection. Foreign visitors will have their letter emailed to them.

Who should collect drone registration card?
It is preferred that the applicant collect the card. If you wish to have someone else collect it on your behalf, then that person must present the applicant’s original (not copy) Emirates ID and letter or email (from the registered email address) from the applicant advising that they have sent a representative.

If I got drone registration card from DCAA can I use the drone in other Emirates?
NO. Your DCAA registration is only for use in the Emirate of Dubai.

How long is my registration valid for?
Your registration is valid for 1 year unless otherwise stated.

What dose RPAS stands for?

I have ordered drone online but Dubai customs has stop it from entering Dubai what should I do?
Customs will advise you to contact the DCAA. Please email us at ‘safety@dcaa.gov.ae’ with your request. You must attach the Customs Detained Items receipt, your purchase invoice, the airway bill, copy of your passport details and residence visa (for non-nationals) copy, and a copy of both sides of your Emirates ID.

Once we review your documentation and are satisfied, you will be issued an NOC letter to be given to the Customs. Once you have your drone, you will be required to register it with us.

Administration Affairs Section

How can I register as supplier with Dubai Civil Aviation Authority?
The supplier has to register through the DCAA website dcaa.gov.ae by clicking on “Register Here”, then to enter your chosen Username and Password, and e-mail. After receiving registration confirmation, enter the website and click on the icon “E-supplier Registration Services”, and click on “new supplier registration request”.

Complete the registration process and submit fees payment.Once the process is completed you are registered.
