1. FAST- Free and Secure Trade for Commercial Vehicles :

The Free and Secure Trade program, or FAST, is a commercial clearance program for known low-risk shipments entering the U.S. from Canada and Mexico. Initiated after 9/11, this innovative trusted traveler/trusted shipper program allows expedited processing for commercial carriers who have completed background checks and fulfill certain eligibility requirements.

The cost to apply for FAST membership is $50 U.S. or Canadian for 5 years.

More than 78,000 commercial drivers are enrolled in the FAST program nationwide. FAST enrollment is open to truck drivers from the U.S., Canada, and Mexico.

FAST vehicle lanes process cargo at land border ports of entry that serve commercial cargo : 17 ports on the northern border and 17 on the southern border. The majority of dedicated FAST lanes are located in northern border ports in Michigan, New York and Washington state and at southern border ports from California to Texas. Participation in FAST requires that every link in the supply chain, from manufacturer to carrier to driver to importer, is certified under the Customs-Trade Partnership Against Terrorism program, or C-TPAT.

CBP routinely conducts on-site visits to domestic and foreign C-TPAT member facilities to evaluate and validate their supply-chain security measures. More than 10,000 companies world-wide are certified C-TPAT members.

3. U.S./Canada FAST Eligibility :

You may qualify to participate in the program if you are a citizen or permanent resident of the United States or Canada, age 18 or over and possess a valid driver’s license. You must be admissible to Canada and the United States under applicable immigration laws.

However, you may not qualify if you :
** provide false or incomplete information on your application;
** have been convicted of a criminal offense;
** have a criminal conviction for which you received a pardon;
** have failed to obtain a waiver of inadmissibility to the U.S. when applicable;
** have been found in violation of customs or immigration law; or
** fail to meet other requirements of the FAST Commercial Driver Program.

US/Canada FAST Fee : $50 U.S. or $50 Canadian

4. Online Application for U.S./Canada Highway Carriers :

U.S. Customs and Border Protection (CBP) implemented the FAST program to simplify border crossing for pre-approved low-risk highway carriers.

U.S. / Canada border C-TPAT highway carriers will :
** Have a demonstrated history of complying with all relevant legislative and regulatory requirements;
** Have entered into an undertaking with the CBP to provide the information required in the C-TPAT Security Profile;
** Have made a commitment to security-enhancing business practices as required by the U.S. Customs-Trade Partnership Against Terrorism (C-TPAT); and
** Use drivers that are in possession of a valid FAST commercial driver card when using FAST clearance.

5. What are the benefits :

C-TPAT approved highway carriers will benefit from :
** Dedicated lanes (where available) for greater speed and efficiency in the clearance of FAST transborder shipments;
** Reduced cost of compliance with customs requirements; and
** A strong and ongoing partnership with the CBP administration in recognition of the objective to enhance security and safety while protecting the economic prosperity of the United States.

C-TPAT Application Qualifications for U.S./Canada Highway Carriers :
** Be an active international border crossing U.S./Canada Highway Carrier.
** Have a business office staffed in the U.S. or Canada.
** Have an active U.S. National Motor Freight Traffic Association issued Standard Carrier Alpha Code in the following format :
** #### SCAC Code (4 Alpha Characters)
** Have a designated company officer that will be the primary cargo security officer responsible for C-TPAT.
** Commit to implementing and maintaining C-TPAT Highway Carrier supply chain security criteria.
** Submit your C-TPAT application and required supply chain security profile information via the C-TPAT Online Application Web Portal submission process.

*Paper Applications for C-TPAT are no longer accepted and will not be processed.

Penalties for providing false information :
The failure to provide true, accurate and complete information in an application may result in denial of this application. Severe penalties are provided by law for knowingly and willfully falsifying or concealing a material fact or using any false document in submitting this application. If you are found in violation of the terms and conditions of this program, we may cancel your privileges and you may be subject to fines, penalties and criminal charges.
