Access the Registry :

There are three ways in which you can access the Registry website. The kind of access to the Registry website that you need depends on what you want to do, and on whether you are going to use it to register notices regularly or only once or infrequently.

Public Access :
If all you want to do is to search for existing notices, return to the Welcome screen and select the Public Search option to go to the Search screen. In that case, there is no need to log in, and no fees are charged.

Client Account Access :
If you are with a company or financial institution that will register notices of security interests on a regular basis, the company or institution should open a client account with the Registry.

This will allow the company or financial institution through its authorized users to log in to the website to register notices and to request certified search reports.

Fees for registering and for requesting certified search reports are automatically accrued to the client account, and a statement is generated for the client at the end of each month. Payments are made by cash or check to the Registry account through the office of the Financial Services Commission.

To set up a client account, return to the Welcome screen and select the How to Set Up a Client Account option. It will lead you to the Client Account application, which you can complete and submit on-line.

The Registry will assign a number to your client account, which you must provide to the office to which you make payments on the monthly statement.

Non-Client Account Access :
If you or your company will register notices or request certified search reports only once or infrequently, you can register notices or request certified search reports on the website, but you must pay the fees in advance.

You should first determine how many notices you want to register and how many certified search reports you need. Then return to the Welcome screen and select the Fees option to view the fee schedule.

Determine the total amount of fees for all the services you want to do. Then pay that amount to the Registry account at the Financial Services Commission.

The office will enter the payment into the Registry system and give you a receipt with a number on it. You may then log in to the Registry website using the number from the receipt and file your notices or request certified search reports.

How to Make a Payment for Notices or Certified Searches :
If you wish to make a payment for fees accrued on your client account or submit a payment to create a non-client account in the event that you don’t wish to register or search using a permanent account, you can go to the Registry’s main office at the Companies House in Port Vila and let them know you wish to make a payment to the Personal Property Securities Registry.

You will give them your account name along with the payment. They will process the payment and provide you with a receipt number. Note : if you are creating a non-client account, the receipt number will be used to subsequently login to the system and perform work.
