TRR Radio Apparatus Licence

for the installation and use of radio transmitting devices as required by section 12 (2) of the Telecommunications and Radio communications Regulation Act No. 30 of 2009 (Act).

A radio licence is required for every radio transmitting equipment and radio frequency emitting device except for certain categories of Telecommunications equipment and radio communications transmitting devices which fall under the General User Radio Licences (GURL).

Persons operating those categories of equipment or devices do not need to apply for individual licences to operate them, although the person or persons may be operating those devices to supply telecommunications services to the public.

Section 12 (2) of the Act says that “A person must not install or operate a radio communications device in Vanuatu or its territorial waters or airspace, or in any ship or aircraft registered in or under the law of Vanuatu, except :
(i) under and in accordance with a licence or exception; or

(ii) when such radio communications device is registered for use by a foreign registered ship or aircraft for the appropriate class of operation in the country of registration of the ship or aircraft.

Common classes or categories of radio apparatus licences issued are for :
** Aircraft radio station
** Amateur radio station
** Fixed radio station

** Mobile radio
** Radio broadcast station
** Satellite earth station

** Ships radio station
** Television broadcast station
** VSAT station

Below are the lists of Radio apparatus and spectrum application forms :

2. Aircraft services
3. Amateur services
4. Broadcasting services
5. Coast Station
6. Fixed services
7. Land Mobile services
8. Radiodetermination services
9. Ship Station
10. VSAT services
11. Wireless – cellular – private services

** The TRR will soon be implementing electronic application forms for all apparatus and spectrum licences. This will be a benefit to our customers making completion and submission of applications quicker and without the need to attend the TRR Office.

** Whilst we complete our transition to these e-applications, the TRR will continue to make available online pdf copies of all application forms which can be downloaded and manually completed prior to submitting to TRR.

The body has the General Powers and Functions to regulate telecommunications and radio communications services in Vanuatu as provided in the Telecommunications and Radio communications No.30 of 2009 (the Act).

The Regulator reports to and advises the Minister responsible for telecommunications as to policy and making of regulations and any other matter as requested by the Minister.
